ICMPPING - correct or incorrect response?

Hi all
I want to test the presence of net device. When the device is switched off, the response of PING command on Win 8 is:
C:\Users\admin>ping -n 1 192.168.2.222
Pinging 192.168.2.222 with 32 bytes of data:
Reply from 192.168.2.109: Destination host unreachable.

Ping statistics for 192.168.2.222:
    Packets: Sent = 1, Received = 1, Lost = 0 (0% loss),
and with ICMPPING in vfp2c32:
?ICMPPING('arr','192.168.2.222')
arr(1) ... "192.168.2.109"
arr(2) ... 2798
arr(3) ... 11003
arr(4) ... .T.
Is the response correct? 4th column contains .T. which does mean "Data was retrieved back successfully".
